Gardena Has No Rent Control. It Does Have Rent Mediation.

·by , Hunter Mason Realty

Gardena has no rent control, but rent increases over 5% must include notice of the tenant's right to city rent mediation. Here's what Gardena landlords need to know in 2026.

Part of my city-by-city series. See every LA County city side by side →

Gardena incorporated in 1930 and spent decades as California's "poker capital," one of the few places you could legally play cards for money. Before that, it was known for strawberries.

On rent, Gardena has no rent cap, no local just cause ordinance, and no rent registry. But it has something most owners have never heard of.

The state law sets the cap

The state's Tenant Protection Act (AB 1482) governs: 8.7% max in LA County for increases effective August 1, 2026 through July 31, 2027, and just cause after 12 months.

Gardena's rent mediation (GMC Chapter 14.04)

Gardena's Residential Rent Mediation program has been on the books since the 1980s.

• Trigger: a rent increase of more than 5% in 12 months.

• Notice: the increase notice must tell the tenant about their right to mediation.

• Tenant's window: 10 business days to petition the city.

• Process: a board hears both sides and recommends an outcome. It's binding only if both sides accept it. Otherwise either side can request a hearing officer within 7 days.

• Retaliation is prohibited.

It's not rent control, but it is a process. Leave the mediation language out of a qualifying notice and you've created a problem.

Notice periods

• Increase of 10% or less: 30 days' notice

• Increase of more than 10% (only possible on an exempt property): 90 days' notice

Demolition and condo conversion fee (GMC Chapter 14.08)

If you demolish or remove a multifamily rental building, convert it to condominiums, or otherwise change its use, Gardena charges a tenant displacement fee of $3,000 per unit. Single-family homes are exempt.

Is it even Gardena?

Parts of Harbor Gateway, the City of Los Angeles "Shoestring," carry Gardena mailing addresses. A "Gardena" building could be under LA's Rent Stabilization Ordinance instead. Check the parcel on ZIMAS before anything else.

Your Gardena checklist

• Confirm the parcel is in the City of Gardena.

• 8.7% max through July 31, 2027.

• Over 5% in 12 months: include the mediation rights notice.

• 30 days' notice for 10% or less.

• Redeveloping or converting: budget $3,000 per unit.
