Carson: Two Rulebooks in One City, and a Neighbor That Isn't Carson

·by , Hunter Mason Realty

Carson apartments follow AB 1482, but Carson mobilehome parks have had space rent control since 1979, and neighboring West Carson is unincorporated County. Here's what Carson owners need to know.

Carson is the youngest city in the South Bay, incorporated in 1968. It's also home to a lot of mobilehome parks, and that's where its rent rules split in two.

Key takeaways from the video

  • Carson has no local rent control, no just cause ordinance and no rent registry for apartments, houses and condos, so AB 1482 governs at 8.7% max through July 31, 2027, with just cause after 12 months.
  • Carson mobilehome parks have had space rent control since 1979, covering about 21 parks, with annual increases of 75% of inflation capped at 8%, once every 12 months and approved by city staff.
  • Park owners who want more for capital improvements or a fair return go in front of a review board, so if you are buying a park your rent growth is set by formula.
  • West Carson is not a city, it is unincorporated LA County, and much of it carries Torrance or Harbor City mailing addresses, so a duplex with a Torrance address can fall under the County cap of under 2%.
  • Confirm the parcel on Z-Net, and underwrite the rules, not the address.

Let's be honest, you didn't get into real estate because you love learning from computer geeks on how to use AI or that next big tech thing that will make you a sale. Hi, I'm Tony Self, broker with more than 30 years in real estate that actively sells. And I'm an expert in AI and technology. On October 28th at the South Bay Association of REALTORS I'm going to do 20 AI tools in 20 minutes.

I'm going to try, but we'll see what happens. Now, there's no AI theory, no prompt writing class. You don't even need your laptop to come to the class. So again, this is 20 tools in five simple buckets with three live demos.

I'll show you what works for PDFs, email, property research, presentations, and anything else that will waste your time just to make sure you're more productive. So here's a free part. And I checked what each one actually gives you for free and what it doesn't. Every link goes on one page that you take home.

So come steal a shortcut, see what works, and apply this to your real estate business today. Details are below. Hope to see you there.

Apartments, houses, and condos

Carson has no local rent control for apartments, no local just cause ordinance, and no rent registry. The state's Tenant Protection Act (AB 1482) governs: 8.7% max in LA County for increases effective August 1, 2026 through July 31, 2027, and just cause after 12 months.

Mobilehome space rent control

Carson has regulated mobilehome space rents since 1979 (Carson Municipal Code, Article IV, Chapter 7).

• Covers roughly 21 parks

• Annual increase: 75% of the CPI change, capped at 8%, once every 12 months, approved by city staff

• Capital improvement and fair return increases go before the Mobilehome Park Rental Review Board

If you're buying a park in Carson, your rent growth is set by formula. Underwrite it that way.

West Carson is not Carson

Next door is West Carson, an unincorporated area of LA County. Much of it carries Torrance or Harbor City mailing addresses.

A duplex with a Torrance address could be in unincorporated County, under the County's Rent Stabilization and Tenant Protections Ordinance. For covered units there (two or more units, built on or before February 1, 1995), the allowable increase for July 1, 2026 through June 30, 2027 is 1.919%.

Same neighborhood: 8.7% or under 2%. Check the parcel on LA County Planning's Z-Net (covered in Episode 3).

Your Carson checklist

• Confirm the parcel: City of Carson or unincorporated West Carson?

• Apartments and houses in the city: 8.7% max through July 31, 2027.

• Mobilehome parks: 75% of CPI, capped at 8%, once a year.

• Underwrite the rules, not the address.
